BEIJING — Recent history offers sobering lessons to China’s Communist Party following its decision to allow President Xi Jinping to rule indefinitely.

For millennia, one-man rule for life was standard under kings and emperors. But from Zimbabwe to Iraq to North Korea, modern autocrats often blunder into economic stagnation, political dysfunction and war.

“There is a tendency for erratic and sometimes unwise policy choices,” said Erica Frantz, a Michigan State University political scientist who studies dictatorships, in an email. Those include “more belligerent foreign policy” and greater likelihood of war.

On paper, deleting term limits on Xi’s ceremonial post as president from China’s constitution is a modest change compared with the vast powers he has amassed since becoming ruling party leader in 2012.

But the decision crystalized fears Beijing was discarding shared leadership developed since the 1980s. That system is meant to guard against the excesses of autocratic rule by requiring ruling party figures to give up power on schedule.

Some societies such as Singapore and Botswana are prosperous and stable under governing parties that stay in power for decades while avoiding the excesses of one-man rule.

Chinese officials echo arguments offered by other governments that staying in power will enable Xi to carry out long-term plans. But while some analysts say that might help in the short term, in the long run other economies with autocratic leaders have fallen behind.

“It is likely that over time the quality of his choices will deteriorate,” Frantz said.

Some other prominent experience with one-man rule:

Russia: Foreign Belligerence

Buoyed by an oil boom, President Vladimir Putin’s rule since 2000 has been marked by complaints about corruption and human rights abuse, tension with the West over Moscow’s 2014 annexation of Crimea and accusations of meddling in U.S. elections.

The economy grew during Putin’s first years in power as Russia passed Saudi Arabia to become the No. 1 oil producer, but was battered by the 2008 global crisis. More recently, falling oil prices and sanctions imposed over Crimea have caused economic activity to shrink.

Human rights groups accuse Putin of ordering assassinations of political opponents and stifling criticism.

Abroad, Moscow supported separatists who took control of eastern Ukraine in 2014 in violence that has killed more than 10,000 people. Russian troops seized Crimea, part of Ukraine since 1954.

Putin sent soldiers to Syria the following year to support President Bashar Assad’s government against rebels.

U.S. Justice Department special counsel Robert Mueller is investigating President Donald Trump’s ties to Russia and has charged Russian operatives with using fake social media accounts and targeted messaging to interfere in the 2016 presidential election.

American intelligence agencies expressed “high confidence” that Putin ordered an “influence campaign” including social media postings to harm candidate Hillary Clinton in the election. Putin has consistently denied any Kremlin involvement in the interference.

North Korea: One-Man Rule

Under the Marxist model, dynastic succession isn’t supposed to happen. But Kim Il Sung, who ruled for 46 years until his death in 1994, jettisoned that thinking and groomed his son, Kim Jong Il, to lead.

The hereditary dictatorship, now in its third generation under grandson Kim Jong Un, has proven resilient, lasting 70 years in direct conflict with the United States. The regime is possibly stronger than ever and is on the verge of having a viable nuclear weapon.

That grip on power has come at significant cost to the nation. Basic human rights such as the freedom of speech, of travel and of religion are suppressed and the health of the economy is subjected to the needs of the military and the regime elite.

Kim has tried to emulate his grandfather in appearance and style. But he has struggled with the classic authoritarian dilemma: His regime and economic policies must adapt to survive, but allowing change could open the door to his own downfall.

Zimbabwe: Promise to Stagnation

In the early days following the end of white minority rule in 1980, President Robert Mugabe stressed education and industries flourished.

As the years went by, the economy collapsed and Zimbabwe was reduced to being one of the world’s poorest countries. Mugabe was accused of clinging to power through violence, intimidation and election fraud.

Mugabe, 94, was forced to resign late last year after the military staged a takeover, lawmakers from the ruling party and opposition started impeachment proceedings and the public staged massive demonstrations against him.

Mugabe, who blamed the West for many of Zimbabwe’s problems, was replaced as president by a former confidant who promises change. Zimbabwe’s post-Mugabe path will become clearer after elections that are due to be held this year.

Congo: Fledgling Autocrat

President Joseph Kabila took power after the 2001 assassination of his father. He won elections in 2006 and 2011 despite opposition claims the votes were not free and fair. His official mandate was to end December 2016 but the government has failed to organize elections.

Critics accuse Kabila of delaying the vote to stay in office, especially after a deal brokered by the Roman Catholic church to hold elections by the end of 2017 fell apart. Congo’s government now says the vote will be in December, though tensions over the delays have led to deadly clashes in the streets between security forces and demonstrators.

Hundreds of opposition members have been arrested, prompting international condemnation. Kabila has said there is “no political uncertainty” and Congo is on track to hold elections despite the delays. – The Washington Post

LANDS, Agriculture and Rural Resettlement Deputy Minister Davis Marapira on Monday threatened to repossess underutilised farms in the next two months.

Marapira was addressing delegates at the Tobacco Conference held at Cresta Lodge Hotel in Harare.

He said farmers start being productive or face the consequences.

“In the next two months I will be going around farms and if I find that there is no good farm manager and the owner is absent, I will repossess the farm. As government through the Ministry of Lands, when we allocated farmers land we had two issues, the farmer had to be on the land or hire a good farm manager, but the majority of us are not on the land and do not have good managers ,” Marapira said.

He urged all farmers to put their houses in order and increase production.

Leads in network and data infrastructure investment

ECONET Wireless Zimbabwe grew its revenue market share to 84,2 percent in the fourth quarter (Q4) of 2017, up from 81,6 percent in Q3 of the same year, according to the Postal and Telecommunications Regulatory Authority of Zimbabwe (Potraz)’s fourth quarter Postal and Telecommunications Sector Performance Report released in Harare on Thursday.

The report by Potraz, the authority that regulates the telecommunications industry in Zimbabwe, showed that in the fourth quarter, Econet’s customer market share jumped to 53,1 percent in Q4, up from 51,7 percent in the previous quarter.

Zimbabwe’s telecommunications industry is dominated by three licenced mobile network operators – Econet Wireless Zimbabwe and State owned NetOne and Telecel Zimbabwe – whose combined total number of active subscribers grew to by 2,1 percent to 14,092,104 from 13,799,648 in the previous quarter, according to the industry report.

The report showed that the sector growth in subscriber numbers was largely driven by Econet’s growth in active customers of 4,9 percent in Q4, where NetOne grew its subscribers by 1,8 percent, and Telecel lost 8,2 percent of its active subscribers.

The report revealed that Econet’s voice traffic market share slightly eased to 78,2 percent, from 80,9 percent in the previous quarter, while Telecel`s voice market share remained unchanged at seven percent, and NetOne took on a 1,9 percent increase in share of voice traffic, going up to 14 percent in Q4 from 12,1 percent recorded in the previous quarter.

The report showed Econet maintaining its strong market leadership in mobile internet and data usage, exiting Q4 at 64,6 percent market share, while NetOne recorded a 29,2 percent market share. Telecel ended the quarter at 6,2 percent share of the internet and data usage market.

While the report showed NetOne increasing its share of total mobile data usage by 6,5 percent (with Econet and Telecel’s usage dipping by 5,5 percent and 1,1 percent respectively) the growth in usage by NetOne does not translate into growth in revenue market share.

The sector performance report showed that NetOne’s revenue market share dropped from 12,1 percent in Q3, to 10,8 percent in Q4  – possibly owing to unbilled usage from heavily discounted promotions.

On the infrastructure investment front, the report showed Econet leading in the investment of mobile base stations in which it deployed 65 base stations in Q4. In the same period Telecel deployed 31 additional base stations, while NetOne deployed a net addition of four base stations in the quarter.

Of the 100 new base stations deployed, the report shows 50 where LTE base stations and out of the 50, Econet contributed 41 of the LTE (4G) base stations.

The report showed that by ratio, Econet’s 3G mobile data infrastructure investment now sits at 57 percent, compared to NetOne’s 28 percent and Telecel’s 15 percent. It also reveals that Econet is way ahead in LTE infrastructure investment, with the mobile operator now sitting on 68 percent market share of LTE base stations. NetOne has 31 percent while Telecel trails on one percent.

The report further showed that Econet’s popular mobile money service, EcoCash, grew its market share to 97,2 percent in Q4, up from 96,7 percent in Q3 of 2017.

The growth was at the expense of rival mobile money services which both lost market share, with NetOne’s rebranded and relaunched OneMoney declining from 1,3 percent to 1,1 percent, while Telecel’s TeleCash went down from two percent to 1,7 percent.

The Potraz report revealed that the total number of active mobile money agents in the sector grew from 22 604 in Q3 to 27 284 in Q4, driven by Ecocash, which grew its active agent network base by 31 percent, from 20 039 in Q3 to 26 247 in Q4 of 2017.

During the same period, Telecash’s active agent network declined by 20,1 percent, going down from 1,107 in Q3 to 884 in Q4. Meanwhile, OneMoney grew by 20,2 percent, from 1 458 active agents in Q3, to 1 753 in Q4.

THE Civil Aviation Authority of Zimbabwe says the country has begun financial discussions with China for the $153 million expansion of the Robert Gabriel Mugabe International Airport.
The upgrading of the airport, which follows the recent commissioning of the upgraded Victoria Falls International Airport — which was also financed by the Chinese to the tune of $155 million, would increase the facility’s capacity from handling around 2,5 million travellers to over six million annually.

A NUMBER of ruling ZANU- PF party, government and military officials have privately acquired over 1 200 farms, as Zimbabwe’s land tenure system remains precarious, The Financial Gazette has learnt.
The development also comes as President Emmerson Mnangagwa’s administration has stressed that the agrarian reforms were “irreversible” and has been parcelling out land to former white commercial farmers, as part of a process to “sanitise the programme and make it appear like a non-racial or discriminatory one”.

SOUTH Africa’s President,  Cyril Ramaphosa arrived in Harare on Saturday afternoon for a consultative meeting with President Emmerson Mnangagwa, the presidency said.

The meeting was intended to further strengthen the strong economic, political, and social relations that exist between South Africa and Zimbabwe, Ramaphosa’s spokeswoman Khusela Diko said.

Ramaphosa and Mnangagwa were expected to exchange views on important regional, continental, and global issues of mutual concern. South Africa and Zimbabwe enjoyed excellent bilateral relations which dated back to the days of the liberation struggle, she said.

Ramaphosa, who is also chair of the Southern African Development Community (SADC), met Mozambican President Filipe Nyusi in Maputo earlier on Saturday, where the two leaders held talks intended to deepen bilateral relations between the two countries.

The visits formed part of a long-standing tradition in the region, in terms of which newly elected heads of state paid courtesy calls on neighbouring countries. Ramaphosa was accompanied by International Relations and Co-operation Minister Lindiwe Sisulu and State Security Minister Dipuo Letsatsi-Duba, Diko said. –citizen.co.za

ZIMBABWE has attracted around $300 million in its coal industry that will quadruple production next year versus 2017, its mining minister told an investment conference in London on Thursday.

The country, which says its abundant mineral resources include more than 40 exploitable minerals, is seeking to lure foreign investment to reboot its economy after a coup that pushed out veteran leader Robert Mugabe last year.

Minister of Mines and Mining Development Winston Chitando said interest had focused on coal, as well as on lithium and platinum.

He was speaking to investors in London, attending his first conference on Zimbabwe outside Africa since taking office.

In Cape Town in February, he had said battery mineral lithium was among the most popular deposits.

He told London investors coal output in Zimbabwe would reach more than 8 million tonnes next year compared with around 2 million in 2017. Speaking to Reuters on the sidelines of the conference he said that followed investment of around $300 million. He did not name the investors.

Zimbabwe says it is trying to develop solar power too, but needs to address its energy needs, which are responsible for around 25 percent of its import bill because of a shortfall in domestic generation.

Many miners see a strong business model in coal as a high-margin business and a cheap way to generate power in remote African communities.

The world’s biggest shipper of export quality coal Glencore says the best coal will generate profits for the foreseeable future because of a shortage of new supply following a collapse in investment during the 2015-16 commodity downturn.

It says there is still demand, despite environmental opposition to the most polluting fossil fuel.

Zimbabwe is at the same time trying to promote those minerals that serve a cleaner world economy.

Speaking in Cape Town in February, Chitando announced a lithium deal. In London, he said another would soon follow. He also said there was interest in Zimbabwe’s platinum reserves, which are second only in scale to those in South Africa.

International companies seeking to develop lithium in Zimbabwe – which Chitando has said could meet around a fifth of the world’s needs – include Prospect Resources  and Chimata Gold.

As terms for foreign investors get tougher in some African jurisdictions, notably Democratic Republic of Congo, many investors welcome Zimbabwe’s promise of a stable environment and regulatory certainty as well as a crackdown on corruption.

For anyone investing more than $100 million, Chitando said there would be a special mining license, meaning particularly favorable conditions, such as negotiating royalties. –reuters.com

KARO Resources, a company linked to mining entrepreneur Loucas Pouroulis, will spend $4.2 billion on a Zimbabwean platinum project in the first big investment since President Robert Mugabe’s ousting in November.

 The deal is the largest to date in Zimbabwe’s mining industry, Mines Minister Winston Chitando said. President Emmerson Mnangagwa has declared the “country open for business” as he seeks to revive the economy and attract investment.

“It is not business as usual anymore,” the president told reporters on Thursday. “Things have to change.”

 Karo’s platinum project will start up in 2020 and produce 1.4 million ounces a year of platinum-group metals at full output, potentially making it the country’s top producer by 2023, Chitando said. Zimbabwe has the second-biggest reserves of the metals after South Africa.

The project will also include a 600 megawatt power plant and coal-mining operations to feed it.

Pouroulis has a long history in southern African mining. He set up South African platinum-mining ventures Lefkochrysos, which means ‘white gold’ in Greek, and Eland Platinum. Eland was sold to Xstrata Plc in 2007 for the equivalent of $1.1 billion. His son Phoevos met Mnangagwa in the president’s office in January.  – bloomberg.com

State firms are biggest offenders

INSOLVENT State firms were among the biggest culprits in the non-remission of contributions to pension funds, which resulted in significant prejudice to workers, a government commission of enquiry has disclosed.
The commission was established by government to look into the potential loss of pensions and insurance by policyholders following the conversion of insurance and pension values from the Zimbabwe dollar to the United States dollars when the economy dollarised in 2009.

A FREEZE on bread prices by government last year has suppressed the profitability and viability of businesses in the baking industry, with major players like Innscor Africa reporting a decline in operating profit for the six months ended December 31, 2017.
Players in the sub-sector resolved in December last year to effect a 10 percent increase in the price of bread, but this was reversed following intervention by Industry and Commerce Minister, Mike Bimha.

Pension funds and insurance industry players have billions of dollars invested with them in the form of pension and insurance policy contributions.

INSURANCE and pension funds lost at least $3 billion through bad investment decisions and excessive recurrent expenditure between 2009 — when the economy dollarised — and 2014, an industry investigation revealed.
A report by a commission of enquiry set up by former president Robert Mugabe to look into conversion of insurance and pension values from the Zimbabwe dollar — which was ditched after suffering value erosion due to hyperinflation — to the United States dollar said nearly $3 billion had been splurged on administration and other expenses that did not sustain growth of pension and insurance benefits.

Zimbabwe’s pension industry consists of four pension schemes, namely the National Social Security Authority (NSSA), Civil Service Pension, Private Occupational Pension and Individual Pension.

CONTRIBUTION arrears to pension funds rose by 57 percent to $550 million in the 10 months to February 2018, from $350 million recorded in May last year, the Insurance and Pensions Commission (IPEC) disclosed last week.
The trend highlights the economic crisis gripping the country, forcing companies to stop remitting pension contributions to various funds.

BUSINESS bodies this week condemned President Emmerson Mnangagwa’s list of alleged exchange control violators, saying it had many errors and undermined the country’s investment prospects.
The business organisations complained that they were not consulted before the list was published and are scurrying to engage the authorities over the contested disclosures, which they say had faulty legal premises and could cost affected companies business. The disclosure of the alleged offenders is one of Mnangagwa’s earliest promises as a newly installed president last November, made to assuage an acute foreign currency crisis, dramatised by a two-year bank note shortage.

PRESIDENT Emmerson Mnangagwa is today expected to commission the $533 million Kariba South Hydropower Station expansion project.

Chinese contractor, Sino Hydro Corporation, completed work on the project early this month. Work on the Kariba South Power Station expansion project started on November 10 2014.

The two new generators, unit 7 and 8 will add 300 megawatts to the national grid to add to the 750MW of the original six units.

The Export Import Bank of China provided $319 million towards the project while the balance will be provided by the Zimbabwe Power Company (ZPC), a power generation unit of Zesa Holdings.

China Power Company’s vice president, Li Yueping and the Ambassador of the Republic of China to Zimbabwe, Huang Ping, are expected to attend the event.

Kariba Power Station is Zimbabwe’s main source of electricity and the completion of the Kariba South Power Station expansion, which will increase the power station’s generation capacity to 1 050MW, is expected to reduce the power deficit the country is facing. 

Zimbabwe is producing about 1 000MW daily against a national demand at peak periods of about 1 600MW. To cover for the shortages, the country is currently importing a combined 350MW from regional suppliers. Zimbabwe imports about 300MW from South Africa power utility Eskom and about 50MW from Hydro Cahorra Bassa  (HCB) of Mozambique.

With the completion of the Kariba expansion project, the power utility is expected to save about $78 million annually, according to ZESA estimates, because Kariba Power Station has been producing the cheapest electricity at US$0,02 per kilowatt hour (kWh).

Thermal power stations at Hwange, Bulawayo, Munyati and Harare are producing electricity at between $0,06 and $0,08 kWh.

The country is importing electricity from Eskom at a cost of $0,14 kWh and procuring electricity from HCB at $0,13 kWh. Expensive imports result in higher blended tariff.

IN our series of letters from Africa, Zimbabwean journalist-turned-barrister Brian Hungwe considers whether the age of the two main presidential candidates will sway voters in elections.

The candidates to watch ahead of the July poll are the incumbent, President Emmerson Mnangagwa, 75, and the opposition Movement for Democratic Change Alliance leader Nelson Chamisa, 40.

It’s the first time in the 37 years since independence from colonial rule that Robert Mugabe’s name will not be on the ballot paper.

There is a general perception in Zimbabwe that wisdom comes with old age rather than education.

By that logic, 94-year-old Robert Mugabe should have been the wisest. And yet, as he aged in power, the former president increasingly became a national liability.

He had memory lapses, displayed unnecessary aggression and became progressively beholden to his divisive and much younger wife, Grace.

‘Real choice, real hope’

Mr Mugabe, like Malawi’s late President Hastings Kamuzu Banda, who ruled from 1961 to 1994, was slowly beginning to show signs of dementia.

Despite this, the stereotype that wisdom is linked to age may well influence the next presidential election.

Elections in Zimbabwe are a source of joy for some, but often, they trigger old and painful memories. In the past decades, hundreds have been killed in pre-election violence, and as the economy began to bite, many fled abroad.

There is however renewed hope in this post-Mugabe era.

Three months from now Zimbabweans will be going to the polls. For many the choice will be between Mr Mnangagwa, the Zanu-PF leader who took power after Mr Mugabe’s forced resignation in November, and Mr Chamisa, who succeeded veteran opposition leader Morgan Tsvangirai following his death in February aged 65.

Other candidates include former Vice-President Joice Mujuru, who formed the National People’s Party after she was fired by then President Mugabe. Also in the running is former Zanu-PF minister Ambrose Mutinhiri, who left the party in March to lead the pro-Mugabe splinter group, New Patriotic Front.

Inspired by Europe

The two main candidates, on whose shoulders the political destiny of the country could well lie for the next five years, are already on the campaign trail.

So will Mr Chamisa’s youth and inexperience work in Mr Mnangagwa’s favour? Or could the president’s long stint in government be his Achilles heel?

There are 35 years between the two candidates. Mr Chamisa has turned 40 – the minimum age for a Zimbabwean president – just in time for the elections.

Young MDC activists argue it is time for a “generational consensus” in Zimbabwe – meaning a youthful leader like Mr Chamisa.

This, they claim, is in line with the global trend towards younger leaders, particularly in Europe, where France’s Emmanuel Macron is 40 years old, while Austria’s Sebastian Kurz is just 31.

Mr Chamisa’s supporters seem buoyed by Zimbabwe Electoral Commission (ZEC) chairwoman Justice Priscilla Chigumba’s disclosure to a parliamentary committee that 60% of the 5.3 million people registered to vote are aged between 18 and 40. Because of this, Justice Chigumba said this year’s election will be a vote of young people.

Mr Mugabe, before he was toppled, was more than aware of this fact: he was already targeting the youth vote.

However, Mr Chamisa’s party has been a victim of internal ructions which threaten to split it, with party leaders questioning the manner in which he became leader.

When Mr Tsvangirai fell ill, the MDC’s national council appointed Mr Chamisa in his place, despite criticism from some members who wanted the party congress, the top decision-making body, to have the final say.

Violence and threats of defections are some of the issues he might have to deal with ahead of the elections. But for now, it appears that Mr Chamisa has weathered the storm.

Young upstart?

Perhaps the issue of age will come to the fore if Mr Mnangagwa takes up Mr Chamisa’s invitation to take part in a live, US-style election debate.

I am reminded of 73-year-old US President Ronald Reagan’s re-election bid in 1984. Age was a campaign issue, with Mr Reagan having already made history as the oldest US president when he first took the oath of office four years earlier aged 69.

He was challenged for the presidency by 56-year-old Democratic nominee Walter Mondale.

It was a Baltimore Sun journalist, Henry Trewhitt, who dared to ask Mr Reagan about his health and age.

“I will not make age an issue of this campaign,” President Reagan quipped. “I am not going to exploit, for political purposes, my opponent’s youth and inexperience.”

It never became an issue again.

But Mr Mnangagwa’s opponent’s “youth and inexperience” could be a campaign factor.

Mr Chamisa has served as a minister before, in the government of national unity for five years. But Mr Mnangagwa has been in government for 37 years.

And while he may not have youth – or the promise of an entirely fresh start – Mr Mnangagwa does have a clear message.

His biggest focus is the economy. His mantra is that Zimbabwe is now “open for business”, and there are calls to re-engage with the international community. Some say Zimbabwe could join the Commonwealth again after close to a decade-and-a-half outside.

Mr Mnangagwa’s plan, as many see it, is to turn the country into an economic miracle with massive investment inflows.

It appears the international community, particularly the UK, US and Russia, have warmed to him. An election win this year would cement his legitimacy.

President Mnangagwa is promising free and fair elections, and has never once doubted he is going to win.

His critics say he could lose, as voters punish him for being a key figure in the Mugabe government.

Whatever the result of the polls, the winner has an immense task. The nation is fed up with corruption and incompetent leaders. The hangover after Mr Mugabe’s exit remains.

That more than $1.6bn (£1bn) was taken out – or kept out – of the country by companies and individuals after years of economic stagnation speaks volumes about the previous government’s laxity.

One of the winning candidate’s first jobs will be ceremonial: taking part in Heroes and Defence Day commemorations, remembering the battle against British colonial rule.

Will youth win out with Mr Chamisa as president, inspecting the guard of honour and laying wreaths at the tomb of an unknown soldier, donning a colonial presidential grandmaster’s medal and green military sash?

Or could Mr Mnangagwa – who has been there before – return to lay the wreath and usher the country into a new economic era? – bbc.com

GOVERNMENT has banned multiple pricing by making it an offence to charge different prices for products based on the mode of payment.
Captains of industry hailed the move, saying it would bring sanity to a market wracked by rent seeking behaviour.
