James Mushore appointed Harare Town Clerk

James Mushore, has been appointed City of Harare Town Clerk with immediate effect.

FORMER NMB Holdings chief executive officer, James Mushore, has been appointed City of Harare Town Clerk with immediate effect.

The ex-banker, who resigned from NMBZ last year, beat 139 other aspiring candidates who had shown interest in the US$10 000 per month job.

He was appointed at a special council meeting held at town house Thursday afternoon.

According to minutes of the meeting accessed by the Financial Gazette soon after the meeting, Mushore passed a rigorous selection process, scoring 142 points to beat local government expert, James Mutisi and former Rainbow Tourism Group commercial director and Air Zimbabwe board member, Godfrey Pasipanodya, who scored 98 and 81 points respectively.

The decision is however likely to invite the ire of Local Government, Public Works and National Housing Minister, Saviour Kasukuwere, after council decided to dribble him and the Local Government Board, citing legal incongruence.

According to the Urban Councils Act, council is only supposed to recommend three top candidates to the board and the minister who would then approve the best one for appointment.

But this is in conflict with the country’s new Constitution which empowers councils to appoint their town clerks on their own and only send notice of the appointment to the board and the minister.

Council has since tasked Harare Mayor, Bernard Manyenyeni, to notify Kasukuwere and the board.

“Council grants His Worship, the Mayor, the mandate to inform the Ministry of Local Government, Public Works and National Housing and the Local Government Board on the appointment of the Town Clerk by Council as a matter of courtesy,” partly read the minutes read.

The city’s town clerk position has been vacant since the axing of former town clerk, TendaiMahachi, in June last year.
